No.13 of 1925; and I see no-reason for penalizing owners who
could have registered within the three years but who may
prefer to wait longer than three years before registering.
I would point out that one object at least

of the legislation was to save expense to owners of patents,
and an argument for the adoption of a longer period than three years is that the shorter the period, the greater the
tendency to increased expense: for owners would be obliged
to register in every Colony where there was any possibility
of their requiring patent rights, instead of waiting to register when they knew they would require these rights.
